In July 2019, California became the first state to fund the human right to water. The new Safe and Affordable Drinking Water Fund can support the merger of struggling water systems with successful systems that can deliver safe water to customers, among other solutions.
To support this work, the Water Foundation commissioned a first-ever analysis of the one-time costs to merge systems across California. This analysis can help the State Water Board implement the Safe and Affordable Drinking Water Fund fairly and effectively. Corona Environmental Consulting conducted the analysis in summer 2019.
