Cost Analysis of California Drinking Water System Mergers

In August 2019, Corona Environmental Consulting completed a first-ever analysis of the costs to merge water systems across California.

In July 2019, California became the first state to fund the human right to water. Among other solutions, the new Safe and Affordable Drinking Water Fund can support the merger of struggling water systems with successful systems that can deliver safe water to customers. Water Foundation commissioned a first-ever analysis of the one-time costs to merge systems across California to support the State Water Board’s efficient and cost-effective implementation of the fund. Corona Environmental Consulting conducted the analysis as a first step toward understanding the viability and potential costs of water system mergers.
